During the end of the 18th century, due to significant public health issues associated with the city's graveyards, a choice was made to relocate their contents to an underground location. Paris officials selected a conveniently located area outside the city at that time: the former Tombe-Issoire quarries beneath the plain of Montrouge. The initial relocations took place between 1785 and 1787 and primarily focused on the biggest cemetery in Paris, the Saints-Innocents cemetery.
The location was officially named the "Paris Municipal Ossuary" on April 7, 1786, and was later known as the "Catacombs" due to its resemblance to the ancient Roman catacombs, which had captured the public's interest upon their unearthing.
